Plans to convert former hairdressers into HMO refused

Councillors are 'over the moon' after plans to convert a former Denton hairdressers into a shared house were refused.

There had been 79 objections to the proposals to turn the building on Haughton Green Road, which had been Cleopatra’s hair and beauty salon, into a six bedroom house in multiple occupation (HMO).

A planning statement submitted on behalf of the applicant, Hyane Moussassa, stated that there would no ‘adverse effects’ on the character of the area from the redevelopment.

It was also stated there would be no impacts on parking or traffic, and would likely result in a reduction of ‘comings and goings’ if it were converted into an HMO.

“The proposed use would enhance the variety of residential accommodation in the area,” the report concluded.

However planning officers refused the application on the grounds that the loss of the business use had not been justified.

“The applicant has failed to demonstrate that continued retail use of the site is no longer viable and the proposal has the potential to undermine and weaken the retail function of the existing Local Shopping Centre and Parade (LSCP),” they stated.

“As such, the proposal is contrary to Policy S5 of the Tameside UDP and paragraph 92 of the NPPF which seeks to ensure that established shops, facilities and services are able to develop and modernise, and are retained for the benefit of the community.”

Speaking on behalf of Denton South ward councillors, Cllr Claire Reid said: “The Denton South councillors campaigned against this application and are delighted the right decision has been made.

“Denton is bouncing back and more and more businesses are opening up and our retail space must be protected.

“We also raised major concerns with the council that turning this shop in to a six-bed HMO could cause serious parking issues along Haughton Green Road and we are over the moon common sense has prevailed.”
