Hadfield care home rated inadequate by CQC

A residential care home in Hadfield has been put under an “appropriate action plan” following a drop in standards to “Inadequate”.

Jabulani is a residential home for people with learning disabilities, autism, neurological issues and other complex needs, which has since had new placements suspended by Tameside Council and the Tameside and Glossop Clinical Commissioning Group.

The rating comes as part of a report provided by the Care Quality Commission during a routine but unannounced inspection in July, which said that Jabulani “placed people at risk of avoidable harm” and that “risk assessments weren’t always in place.”

The report added that the inspection was prompted in part because of concerns received about staffing levels, documentation, staff training and managerial support provided to staff.

It also detailed that: “The provider did not have a credible statement of vision and values. Roles, responsibilities and accountability arrangements were not clear. There were a lack of governance and auditing systems and processes.

“Medicine documentation was not always clear… people were not supported to have maximum choice and control of their lives and staff did not support them in the least restrictive way possible and in their best interests; the policies and systems in the service did not support this practice.

“The physical environment was not decorated or adapted to a consistent standard to meet the needs of people living with physical disability.

“People’s privacy and dignity were not always respected… People were not always supported to express their views about their own care. There were times when this had been done in a way that the person was unable to engage with.”

Jabulani was rated “Inadequate” overall and on sections asking if the service was safe and well led, with the effectiveness, care and rate of the service’s response being “requiring improvement”.

The home’s last overall rating had been deemed “Good” by the CQC.

A spokesperson for Tameside and Glossop Strategic Commission said: “Prior to the publication of the Care Quality Commission report Tameside Council and Tameside & Glossop Clinical Commissioning Group (the strategic commissioners) had suspended new placements to Jabulani. 

“The strategic commission has undertaken a number of reviews to ensure the residents are safe and their needs are being met. 

“We have worked closely with the provider and the host authority (Derbyshire County Council) to ensure an appropriate action plan is in place to make improvements to the service. This action plan is being monitored and additional support is being provided via the Quality Improvement Team to ensure improvements are being made. At this time we are satisfied that people living at Jabulani are safe and are being supported in line with their support plans.”

We have asked Jabulani for a comment but await a response.
